It is considered an act of war but can also be used as a form of pressure to achieve political or military objectives without direct combat.

- Land Blockade: In land conflicts, a blockade may involve the prevention of goods or supplies from entering or leaving a territory by controlling land routes or borders. This may also include the sealing of airports and the blocking of transport links.
- Legal and Humanitarian Considerations: Blockades must comply with international law, including the Hague Conventions and the Geneva Conventions, which regulate the conduct of war. For example, a blockade cannot be used to starve civilians or deny them access to essential goods like food and medicine. It is also essential that blockades avoid causing disproportionate harm to civilian populations.
- Declaration of Blockade: A state implementing a blockade must publicly declare it, specifying its objectives and the areas affected. If conducted by a belligerent party, the blockade must be enforced according to international law, and belligerents must provide assurances that they will respect neutral states' rights.
- Effectiveness and Enforcement: A blockade is effective as long as it is enforceable. It can be challenged by neutral states or other actors, and violations of the blockade may result in diplomatic or military retaliation.
Blockades are often controversial because they can lead to significant civilian suffering and may be seen as violating humanitarian principles. Nonetheless, they remain a strategic tool for states in conflict, and their use continues to be regulated under international law.
